Capillaritis is the cause of haemosiderin deposition; it is the active process of red blood cell leakage, often seen as "cayenne pepper" petechiae, which then leads to the brown staining.
This is an increase in melanin due to prior inflammation (like eczema), and lacks the deep, brownish-yellow hue of haemosiderin staining which is due to iron deposits.
